The main stages of the formation of the leading university of construction education and science in Russia fall on the period of the end of the Civil War in Russia . In 1921, among 28 new universities in the country, the People 's Commissariat for Education of the RSFSR founded the Moscow Practical Construction Institute , the first director of which was Zakhar Nesterovich Shishkin (1878-1948).
